We are all familiar with Medicare Part B’s advance beneficiary notice (ABN) of noncoverage and most Part B providers use this form on a regular basis. But did you know the concept of ABN originated from the financial liability protection provisions of the Social Security Act? The Act, signed into law by President Franklin D. Roosevelt in 1935, established a federal safety net for elderly, unemployed and disadvantaged Americans.
